[Spec] draft_quality model in ORES Review Tool

Description

This will interact with the editquality-modeling models on new page creations, so we'll need to figure out a UI compromise.

Options:

  1. Implement a separate beta feature for draftquality
  2. Signal draftquality separate from editquality
  3. ...

This task is done when we have a plan for implementing it and tasks filed.
