Upgrade the Horizon management console for Labs project and virtual machine management to the 'Mitaka' version from upstream.
Horizon is backwards-compatible with older versions of OpenStack services, so let's get Mitaka in production so that people can use the newer GUI.
Changes:
- Better project switching, both via the menu and the 'identity' panel
- Slightly traps where a user is rudely logged out for clicking on the wrong link
- Much faster page load times, especially for the Puppet editing panel
- Local, JS workflow for VM creation
