operations/puppet's modules/role/files/labs/db/maintain-dbusers.py currently only creates replica.my.cnf files for tool accounts (cf. T149933#2987956). It should create replica.my.cnf files for user accounts as well.

This is done now, all tools users should have replica.my.cnfs in their home dirs now and ongoing.
