Job runner service doesn't appear to work in jessie-migration

Steps to reproduce:

  • vagrant enable-role timedmediahandler
  • vagrant provision
  • upload a .webm or .ogv video via Special:Upload

Expected behavior:

  • ffmpeg processes will run to create format & resolution derivatives of the video
  • visible movement in log files for job queue
  • derivatives should become visible in the table at bottom of the File: page

Actual behavior:

  • no ffmpeg processes run
  • no visible log movement
  • derivatives remain stuck in 'Added to job queue XX minutes ago' state

Note there is no logs/mediawiki-runJobs.log file, and I cannot connect to port 80 on from within the VM (testing curl

Likely broken by rMWVA1956f986abfe: Migrate Thumbor role from upstart to systemd where we dropped the port 80 bind.
