Presumably because of a name conflict with mediawiki/core? (Although personally I would expect it to be called mediawiki/mediawiki.)

What's the purpose of putting it on packagist?

Easier to find, easier to install (via composer create-project).

I created T166956 that goes through what needs to be done. I didn't want to sabotage this issue (which is still an issue regardless).
