Opening a new tab/window for reply will present limited functionality for the reply textbox

Description

  1. When 'Reply' is clicked, the textbox for reply will have 'Reply to [topic name]' and the switch to VE/wikitext editors, see the screenshot below:

  1. When 'Reply' is right-clicked to open in a different tab/window - the 'Reply' textbox will lack the switch and the reference to the topic:

Note: 'Cancel' button should be red as in the previous screenshot

Not directly related to the issue (it may be split into a different phab task): If a user logs out of the original tab/window, the another tab will display the repeating warning:

This is because we don't currently serve JS on the other pages (due to some other issues).
