Consider increasing Cassandra `system_auth` replication

Description

In the past, a common recommendation was to set the system_auth replication factor to the number of nodes, the current recommendation seems to be 3 to 5 per data-center. We are currently configured for 3 per data-center, the lower end of that recommendation, so it may be worth considering an increase.

Event Timeline

The RESTBase cluster has been using a replica count of 3 per data-center for most of the (almost) year since this issue was opened, with a number of topology changes/reshapes occurring since. I think this recommendation (which matches what we store our data at) is reasonable; Closing this issue.
