We have been using https://meta.wikimedia.org/wiki/OAuth_app_guidelines as a de facto policy for a long time so I dropped the draft tag from it. The community (meta, developer or otherwise) showed little interest in governance of OAuth apps. If that changes, we can have another discussion.
