At most one of this task, T156047: Make page title selectable, and T89811: Clicking the page's title h1 should give feedback as to why it is not editable can feasibly be done. Which?
T156047 was done and indeed that seems to make this impossible (if it reactivated the editor, then it couldn't be selected anymore).
