This might be a bug in either the Cleaner or in the HtmlGenerator. Since the latter will change significantly in [T153841} it is worth awaiting the implementation of that before revisiting this task.

This has apparently been fixed at some point, as the version currently running at the demo server (1929c06) doesn't have this issue.
