Description

In T159631: Tasmania is covered with water at z10+ we found the coastline update process wasn't logging or reporting errors. This has T159771: import_waterlines is broken for fixing it, but we should check if there are other periodic jobs that have the same problem.

We now have indirect checks for most crons, and we have much better visibility on failing crons, since cron spam is much lower now.
