Add something on wikitech explaining how to request a /data/project/.system/config/$TOOLNAME.web-memlimit custom setting to raise the default 4G memory cap for Grid Engine webservice jobs.
The procedure is simply to open a phab task giving the name of the tool and the reason that a higher limit is needed. Following up with a ping on irc may be helpful as well.

Added the instructions by Bryan to the Web help of Tool Labs. Right now it is under the Tomcat/ Java Server section while it could be a general one.
