Successfully merged master back into the branch where I was applying these changes to the codebase. Churning through the messages now.

I'm encountering various bits of template code that can't be parsed by the django makemessages utility. Basically, there have been plenty of additions to the site since the last time translations been made and compiled. This touches on T162479 as well. I'm temporarily halting work on applying interface messages clean up those issues.

That issue is now resolved. continuing interface message updates.

As of about 5 minutes ago, the updated interface messages are on staging. There are a few caveats, which I commented about in the google doc used as my guide for changes. This really turned into more of a bear than I expected, because there had been no maintenance of the translation files before I started. As the english wording for messages changed, or as some blocks code marked for translation changed, nobody went back and updated the translation files to connect the non-english translations to the new identifiers. There was lots of cleanup to do there to get everything synced back up. I only fixed the things that were obviously broken while going through this processes. I'm sure I missed some things.

I was able to run an additional round of cleanup that should make it easier to find dangling messages, which now includes tentative fuzzy matches. Messages marked in the translation files as fuzzy won't be used unless somebody goes through and removes the fuzzy flags. Merged into master and applied to the live site. Sending info on to @Nikkimaria for checking french translation.
