Only show the box #mw-revisiontag-edit.flaggedrevs_editnotice if it is necessary.
Currently this box is also shown on previews (action=submit) where it is a bit incommode.
And it is also shown when you edit the most current revision (if it is a flagged one)!
Then there is shown:
"The latest sighted revision (list all) was approved on .... 0 changes need review."

Only show #mw-revisiontag-edit box on initial edit, and even then only if more than *no* changes need review.
