Bottom category-links under zh-min-nan user language should use halfwidth colon

Description

Under any wikipedias, if 'zh-min-nan' is selected as the user language (via Preferences - Internationalisation - Language), the colon used with category-links at the bottom of a page is currently a fullwidth one ().

It looks like this:

It would be better changed to a halfwidth colon (like in image below) to make it consistent with other punctuation mark usage of the interface under this language.

That looks like Colon-separator, which can be fallbacked to zh-hant if we don't create Colon-separator/nan
