The time sensitivity is around a private donor retention task: T161656 we have contract analysts who want to use the data and we need to discuss how to treat is properly. This requires fr-tech, analytics, legal and fundraising to all view the same private tasks. Also WMF staff should already have WMF-NDA access in general, right?

No, as nobody yet volunteered to check for dozens of people if they signed NDAs and if online accounts with their name are who they say they are when WMF's internal onboarding rules regarding wiki account creation were either ignored or not in place yet, or when their Phab account is linked to LDAP instead of SUL/OAuth.
