Description

Per T156832: [RfC] Decide whether to index not-notable placeholders placeholders that are not-notable, but are covered by ArticlePlaceholderSearchEngineIndexed should have meta robots tag with noindex, follow.

It seems you mean something else, but the main case of "non-notable placeholders" I currently see is covered by T158507: Consider translations and tweak the "notability" requirement for placeholders to be indexable (placeholders with mostly-untranslated content).

I still consider any meaningful interpretation of this task to be blocked on fixing T158507
