blog.wikimedia.org should not show WordPress.com toolbar for regular visitors

Description

When logging into my personal WordPress.com account and subsequently browsing the Wikimedia blog, I get a personal toolbar. This has various context-aware action items like "create page", "new post" etc. - makes sense if I was browsing my own blog or if I was an editor on blog.wikimedia.org, but I'm not. There's probably a way to disable this in the settings.

Note that this also happens on major blogs/websites like FiveThirtyEight (and I am sure also others). But if we can disable it, we ought to.

Hey @Krinkle, thanks for bringing this up! @jrbs has already said what I was about to say; his experience is the same for me well. And FWIW, I've checked the settings and don't see an easy option to disable this. It might be something we can do in the next theme update, but I'm not sure when that will be. In any case, I've added it to my list of things we need to check when that happens!
