I changed the "current goals" page to be a redlink, as a flag that it is not updated. Then I replaced the "Current Goals" section of the main TPG page (https://www.mediawiki.org/wiki/Team_Practices_Group#Current_Quarterly_Goals) to explain that we no longer track quarterly goals, and to link to our engagements and epics phab boards.

It's not perfect, but at least it's no longer inaccurate. Further improvements can be made as part of T157066: Review TPG mediawiki site for relevance of content v.1.
