Reason: I would like to test icinga2 more by creating a puppet class locally on the puppet compiler i have on the git project. This would allow me to do T162629 correctly as there will be a puppet class.

Since this task was filled now the wikimedia ai team have begun using icinga2 using https://gerrit-icinga.wmflabs.org on labs.

Adding quota to shoehorn an unrelated use-case into the existing project for gerrit testing is not a good idea. A new project request for icinga2 testing would be more appropriate. That request would however need show some reversal of the assessment from T162542: Update icinga to 2.x.
