I don't know if we have any policies on this, but in my opinion it is inappropriate to host such official documents offsite. The files should probably live on https://wikimediafoundation.org

I don't know what the copyright status of those files are. If they are under some sort of free license, it would be great to add that to the file description page at foundationwiki.
