[BUG] Background app refresh not working

Description

Steps to reproduce

Ensure background app refresh is enabled in system settings (overall and for Wikipedia)
Leave the app closed overnight
Open the next morning

Note: there's no guarantee that the device will allow us to do a background fetch over night, so these repro steps aren't 100% reliable. I did test using the simulator by forcing a background fetch when the app had already launched and was in the background as well as launching the app specifically for a background fetch.

Expected results

Feed is already loaded

Actual results

Feed loads when the app is open

Tested on an iPhone 7+ with iOS 10.3 and an iPad Mini 2 Retina with iOS 10.2 both running App 5.4.1.1112
