Create "catch-all" categorization logic for uncategorized SMVK-Cypern_2017-01

Description

After the possibilities of metadata mapping of <Ort, foto>, <Depicted people>, places and depicted people in <Beskrivning> and <Nyckelord> are exhausted - add Category:Archaeological sites in Cyprus to images unless the photo is taken in Sweden.

Also add maintanence category: Media_contributed_by_SMVK_needing further categorization

Implement after all PRs are merged and the result is checked with team COH.

Category:Swedish Cyprus Expedition is currently a sub-category of Archaeological sites in Cyprus, aswell as several other categories (see link).

By placing the remaining images in that category we would at least not pollute a non-WMSE created category.

@Lokal_Profil - is this a reasonable solution?
