We should make sure that the library card platform functions adequately with screen readers for users with impaired vision.
There's a nice overview at https://soap.stanford.edu/tips-and-tools/screen-reader-testing with advice on this.
I'd advise using http://twlight-staging.wmflabs.org/ and going through applications, reviews, and other workflows.

I think this task is for someone who's a bit familiar with the codebase and (or) the functionalities of the the tool, not to mention the task's broad scope. Might take some time for new users to get to that point, hence don't think this is a very good first bug.
