Convert "Get support" from a phab process to an on-wiki process

@Trizek-WMF suggested that we stop requiring people requesting ORES support to be able to use phabricator as this is what our "Get support" page implies.

It is difficult to find someone from a given community that both knows English good enough and knows how to use Phabricator.

I don't think we've really been struggling from this decision. We can hardly keep up with the rate of requests as it is and when we've received a request from outside of phabricator, we've been able to work with that.

Just curious, where/how did you received it?

Workshops, conferences, posts on the ORES talk page, posts on the Wiki labels talk pages, posts on my personal talk page, emails, IRC.

If you can deal posts on the ORES talk page because people put request there, maybe vous should have the two entries mentioned equally. This way, people not familiar with Phabricator will not give up, believing that it is the only way to make a request.
If the user is able to use Phabricator, it just saves time for everyone.

"Make a request on the talk page" - "Make a request on Phabricator (advanced)" ?
