IPMI is broken on cp1066:
$ sudo ipmitool -I lanplus -H cp1066.mgmt.eqiad.wmnet -U root -E chassis power status Unable to read password from environment Password: Error: Unable to establish IPMI v2 / RMCP+ session
10.65.2.66 (cp1066.mgmt.eqiad.wmnet) also doesn't respond to ping.

the mgmt cable was not seated correctly. Fixed that issue, I can login via mgmt and ipmi is working
