Steps to reproduce
- Use the app normally (~10 minutes of on screen time)
- Exit the app by pressing the home button, wait overnight
Expected results
Little to no background time consumed by the app

1.1 hrs of background time consumed by the app

This isn't a regression in 5.4.1. The problem was introduced in July 2016. The background task was being created but not voluntarily ended by the app when it completed downloading saved articles and removing un-refrerenced articles from the disk cache. 1124 has the fix for this issue if we want to pull it into 5.4.1
