Set up external DNS record for wikitech-static

Description

Stas points out that if our DNS server goes down, wikitech-static may be impossible to resolve. I should figure out if it's registered with our external registrar and, if not, see about getting an external domain from rackspace.

No point in doing this until the new server is in Chicago, otherwise we'll have to do it twice.

@RobH, is there any reason we can't just register wikitech-static.wikimedia.org with markmonitor? Or does the fact that we control the rest of the wikimedia.org domain mean that -static would have to be in a different domain to outsource the DNS?

It is my understanding that nameservices for a domain are controlled on a domain level, not a sub-domain level. So we cannot expect wikitech-static.wikimedia.org to have its top level dns nameserver set differently than the rest of wikimedia.org. When we need third party control of something, we'll point it at their servers, but we've still got to run the dns.

Simple solution: all opsen and devs who would need wikitech-static should put in a commented line in their hosts file to point to the IP directly.

Alternate domain solution: register an alternate domain, that will ONLY be used instead of wikitech-static.wikimedia.org, with MarkMonitor. Once registered, we can have MM point our nameservers for that domain to rackspace, who we use to host wikitech-static. We can then manage the nameserver via their portal for our account and host wikitech-static under the new domain. This requires that we ensure opsen and devs know and bookmark the new domain. We can put in a redirect, but that wouldn't force folks to bookmark the new domain. Better to put a landing page forcing them to click through to the new url.

Technically.. we could use wikitech-static.wikiartpedia.biz or wikitech-static.webhostingwikipedia.com or wikitech-static.softwarewikipedia.net or one of the other gems like that that we already have but just "park" currently and do nothing with.
