Rename CX testing instances

Description

We're using CX2 name for next version of ContentTranslation, which is setup at cx3.wmflabs.org and it is creating confusion while testing. Rename and update instances to avoid confusion among developers and QA.

Rename instances:
- cx2.wmflabs.org to cx-testing.wmflabs.org
- cx3.wmflabs.org to cx2-testing.wmflabs.org

Delete old web proxies.

Update testing etherpad and inform the team.
