Use civil parish and municipality codes for both categorisation and depicted_place

Description

Today depicted place is built using subst:ed user-pages and manually constructed links to sv.wiki.

Since municipality and civil parish (socken) codes are included in the pre-fetched data it would be fairly easy to instead resolved these as wikidata id's and use e.g. the {{city}} template.

The wikidata results can also be used to categorise images by location. That categorisation will likely intersect with work done in T164572: Use FMIS/BeBR id's to attempt heritage and wikidata lookups for commonscat where e.g. a P31 commonscat and a municipality commonscat could be tentatively used to predict a suitable category. E.g.:
[[ https://www.wikidata.org/wiki/Q16970#P373 | Commonscat for P31:Church]] gives "Churches"
Commonscat for Lund Municipality give "Lund Municipality"
so guess at Churches in Lund Municipality (we would then have to check if this exists).

The above PR adds basic place categorisation (if needed) based on parish and municipality commonscats.
