Service interfaces and their implementation currently residing under lib would be move to the new "data access" component.
Service instantiation logic is to be moved from WikibaseRepo/WikibaseClient factories (and/or their relevant "Store" components) to wiring files used by WikibaseServices.
Transition is supposed to be done carefully, service-by-service.
First could be moved services being "part" of the existing DispatchingServiceFactory.
