Blacklist to block an user from editing a list of pages

Description

Blocked users can only edit their Talk page. I suggest an extension used to block users from pages (articles and Talk pages) set in a blacklist by admins so the rest of the articles on the MediaWiki are alowed to be edited.

This way users who has been blocked before from editing certain articles do not have to be worried about repeating this.

Well as opposed to Bugzilla which suggested possible already existing bugs while you file a new one in Phab it is very difficult to find an existing bug you do not know number of even if you intentionally use search. (At least I found myself in situations where it is much easier to file a task than to research whether it was already reported)

@Base Yes this is a problem with Phabricator, perhaps it should be filed? I don't dare to do it.
