Steps to reproduce

Open an article with sufficient content requiring scrolling
Swipe upwards to scroll down the article page

Expected

The tool bar at the top scrolls off per Material scrolling behavior

Actual

The tool bar changes color from transparent to dark gray, then remains pinned to the top of the screen until much page has been substantially scrolled.
