Assigning to @mmodel to do the last couple things I can't do (see description).

The deployments dashboard is set to be editable by members of #acl*releng ...

nevermind, I see the panel had the wrong permissions. Fixed that and changed the query.

@greg: I'm not quite sure what actually remains to be done here. Just the tracking-task management stuff?

I think we're done other than the tracking task management.

I did have "add Release-Engineering-Team to all tasks in projects we care about" but I might just have that as a requirement for my work: add Release-Engineering-Team or Release-Engineering-Team (Next) or #releng-epic (but probably not just Release-Engineering-Team or Release-Engineering-Team (Backlog)) on tasks I see via my watching of/getting email for, I believe, all of those projects already.

People already know to add Release-Engineering-Team on tasks to get our attention, let's not spam ourselves needlessly.
