Description

Steps to reproduce:

  1. Go to any page
  2. Put __FORCETOC__ at the top
  3. Make a section with a file as the name, or a template that transcludes a file (see this diff

Actual outcome:
See sandbox. See difference between the first item on the content list and the second. When a section heading is a file instead of text, that line in the TOC is just empty

Expected outcome;
Line in the TOC is not empty
