Lingua-Libre is a nice web application which can record audio files for individual words in browser. It gives WAV files.
Write a connector to convert them to ogg, send to wiktionary, link to wiktionary pages.

Note that @0x010C got a grant from WMF to develop Lingua Libre. This task is planned to be achieved in 2018.
