Create Performance phame blog

Description

It whines about lack of permission when I try to use the "create blog" button in Phame. Not sure if it's that the whole thing is still disabled or that I need special privs.

Also need to re-add the blog widget back default front page: T163067: Remove "Latest Posts" widget on phabricator.wikimedia.org homepage (as its last posting was a year ago)

Note: It's currently impossible to add it to the homepage: T166236: Clicking "Add Existing Panel" and entering `Wxxx` in the field shows no results

It still states:
