Language proposal wizard/controller at Incubator

Description

Some years ago the Incubator was provided with an extension that makes it much easier to follow contributions, create and configure "sub-wikis" and so on. More can be done.

It would be nice to have a special page on Incubator to show the status of a language being proposed for a Wikimedia project, and the status or next step. A first version could just do what https://tools.wmflabs.org/robin/?tool=codelookup does, but loading the information directly from MediaWiki code/configuration where possible.

A second version could also provide a wizard to summarise the various steps, maybe provide simple forms to submit the various requests and for things like creating the main page.

Context:

Now they have to post a request on Meta, they have to open their project in the Incubator themselves, they have to request their language to be added to Translatewiki... It adds up.

Furthermore, those new communities have to learn about the Incubator, about Mediawiki, about Meta-Wiki (to make the request) and Translatewiki while all they want is a "Wikipedia", beside learning what is an "ISO code 639", etc.

The only "useless" thing we force them to *learn* is Incubator itself, because that's only temporary.
