Design assets provided and ready for estimation

This is a UX-enhancement to make it clearer to a user when an article being downloaded is still in progress

Proposed design

Download in progress icon on the list item in question:

The progress as the article is being downloaded will be when the icon is filled in with the Accent50 color (open gif below)

Steps to reproduce for QA

Open the feed
Go into airplane mode
Add an article in the feed to a reading list WITHOUT opening it first
Go to the list where the article was saved

Expected:
There should be an icon showing the progress of the how much of the item is in process of being downloaded. Upon completion the 'filled' icon will be removed from the screen.

@RHo is it possible to give me an svg without the background? Just the white arrow and line ?

sure @Sharvaniharan, but please note from the animated gif that the animation is not of a white arrow and line over a separate grey circle that turns blue, but rather a *single* icon which is a grey circle with a cut-out arrow and line that turns blue.
