Setup CI on Minerva repo

Description

When Minerva gets extracted from MobileFrontend we'll need to update the existing MobileFrontend browser test job to run against the browser tests in Minerva and MobileFrontend.

We should prepare this before making the extraction.

It may make more sense to keep browser tests in MobileFrontend for the time being and to write Node browser tests in Minerva.. migrating the browser tests over.

@zeljkofilipin @hashar I'll be deploying this to the cluster tomorrow at 10am PST. I'd appreciate a merge of https://gerrit.wikimedia.org/r/361012 before then if you can to give me more confidence in the deploy process....
