Rename Quick Links menu and reword dialog box.

Description

User testing indicates that putting the community-defined Related Links together in the same menu with saved settings has the potential to cause confusion. We will therefore separate these two functions, putting the community links elsewhere. This creates and opportunity: to make the save settings function more discoverable, we'll rename the menu and reword the dialog box and save button as follows:

New menu name

Saved filter settings

New dialog box language

Save current filter settings

New button name

Save settings
[currently "Create Quick Link"]

If we think that "Saved filter settings" makes the menu too long, this could be called "Saved filters." I think that is less clear and I''d prefer not to shorten this, but it's probably better than "Saved settings."

I'd avoid the word "settings". That is a very technical aspect that is not that meaningful. The ultimate goal for the user should be to define their contributions of interest (high level goal), not adjusting settings (technical means). I think "Saved filters" should work well.

Checked in betalabs - the new labels/wording is in place ("Save current filter settings" most likely will break to a new line in German).
