Based on this conversation, have a way to filter pages that have a certain popularity, based on :

Page views - popular pages are probably a huge incentive for spamming and vandalism
Search rank - is this an often search page?
How linked (and interwiki linked) pages are

Explore MassViews tools may also be a good inspiration.
