For users who don't have rights to modify CentralNotice campaigns (all anonymous users and most logged-in users) the controls for campaign mixins in the admin UI are not pretty.

For mixins with auto-generated controls, the inputs are enabled, so it seems like you can modify the values, though in fact you can't, since you can't submit the form.

For Banner Sequence controls, only the help message appears.

It should be possible for anyone to view the configuration of a campaign, regardless of their access level; and we should provide a better experience for doing so.
