Per T164256#3339895 :
The footer link for re-enabling previews (which is shown to users who have disabled the feature) is now an alternative way for reaching the settings (enable/disable) menu. Therefore, a click on this link should trigger an 'tapped settings cog' event.

As discussed in T164256, this is currently low priority compared to fixing the other instrumentation issues.
Reality is if we don't do this now we're never going to do it (post A/B test we will remove all this code)
@phuedx can you make a decision here?
So far, the disable rates have consistently been extremely low. @Tbayer - correct me if I'm wrong. I think it'd be okay to close this one.
