Truncate 'searchindex' table on all wikis

Description

This is used by the MediaWiki default search engine. We don't use that. This table can be safely truncated on all wikis (most should be empty already anyway).

It seems as though this has been dropped on a couple of wikis (probably ages ago)...if we're looking for parity with core we should probably recreate the empty tables on those?

Yes, answering the question- all tables in core should exist on our installation. If they are not used on the WMF, they should exist empty (TRUNCATE).
