The extension is not maintained in Wikimedia Gerrit, so this request can unfortunately not be resolved here :/
You could now:
- Fork the project on github (https://github.com/lancegatlin/DEPRECATED-MediaWiki-Extension--UserAdmin)
- Request a new repository fpr the UserAdmin extension where you could be the owner (by following this guide: https://www.mediawiki.org/wiki/Gerrit/New_repositories)
