Now that the constraint check user script has been promoted to a gadget (T167625), we would like to load it via ResourceLoader, so that we can deploy changes to the API and the gadget simultaneously, or quickly apply emergency fixes to the gadget.

Reopening, since the gadget definition on wikidata.org should also be migrated. Moving to monitoring for now, we can ask the wikidata.org admins for it once the change has been deployed.
