Overhaul the participants section of the hackathon documentation

Description

Create a location for information for participants in the hackathon documentation.
Currently we have: https://www.mediawiki.org/wiki/Hackathons/FAQ
But this should be moved to a "/Participants" along with the links below and any other details that are important to send to participants. The "Three steps to Prepare...." which I created for Vienna should also not only live on the 2017 page but be added to its on page or sub-section of the participants page.

Haha! Yes, I made the mistake of creating this task in the middle of multitasking during a meeting in order to make sure it was not forgotten. I will edit the task now to make it more clear. thanks for flagging it. :)

✖ TODO: Could not just move https://www.mediawiki.org/wiki/Wikimedia_Hackathon_2017/Participants#Three_Steps_to_Prepare_for_the_Wikimedia_Hackathon to some subsection of https://www.mediawiki.org/wiki/Hackathons/Participants as it has various links to specific 2017 pages. Needs to be made more general I'm afraid. Leaving this to @Rfarrand...

Could replace link to specific workboard by https://phabricator.wikimedia.org/project/query/_R0_ghYio81I/#R
Could replace link to specific wiki page by https://www.mediawiki.org/wiki/Hackathons , section "Upcoming"
Not sure about other specific links on that page though.

For now, this is good. We can make the participants page more detailed as we go but don't need to worry about it to much now. I was considering running a session at an upcoming hackathon to help determine and the write what information is missing from this page. It would be helpful to get some newcomer feedback on it.
