Couldn't find a page that was suitable for thinking about processes as well as style, so created a draft here:

In Meta, no pages link to https://meta.wikimedia.org/wiki/Special:WhatLinksHere/Translatability
It is not too late to have it in mediawiki.org instead, closer to https://www.mediawiki.org/wiki/Technical_Collaboration_Guidance/Translation (or in any case linked from this TCG page).
As said, there are some links on mw.org and some links on internal officewiki.
@Johan: I'd say https://meta.wikimedia.org/wiki/Translation_requests#How_to_request_a_translation should link? It even lists some "Best practices in short" which links to https://www.mediawiki.org/wiki/Help:Extension:Translate/Translation_best_practices for a longer version (and a candidate to merge?)
