In some cases AbuseFilter detects something in the article as such, and not just the changes. In those cases the tag should be a rolling tag that only apply to the last change.

One example is tags for derogatory statements that are still present in articles after further editing. An other example are detection of large reference-less text sections, where the article as such is flawed and not a specific revision.
